Framework Integrasi Sistem Informasi Geospasial untuk Perlindungan Infrastruktur Kabel Laut Indonesia sebagai Critical Maritime Infrastructure dalam Mendukung Maritime Domain Awareness

Abstract

Kabel laut merupakan Critical Maritime Infrastructure yang menopang lebih dari 95% lalu lintas data internet global, namun perlindungannya di Indonesia masih menghadapi fragmentasi data, kelembagaan, dan tata kelola sehingga menghambat terbentuknya Maritime Domain Awareness yang efektif. Penelitian ini bertujuan mengembangkan GEOCAP-MDA Framework, yaitu kerangka konseptual yang mengintegrasikan Sistem Informasi Geospasial untuk mendukung perlindungan kabel laut Indonesia. Penelitian menggunakan pendekatan conceptual paper melalui purposive narrative review terhadap literatur ilmiah dan dokumen institusional, kemudian mensintesis sembilan pilar teoretis ke dalam satu arsitektur konseptual. Hasil penelitian menghasilkan GEOCAP-MDA Framework yang menghubungkan dua belas komponen dalam satu rantai kausal, mulai dari Spatial Data Infrastructure (SDI), integrasi data geospasial, Spatial Intelligence, Spatial Analytics, GeoAI, Spatial Decision Support System (SDSS), dan Collaborative Maritime Governance hingga mendukung perlindungan kabel laut, peningkatan MDA, dan National Maritime Security. Framework ini juga merumuskan enam proposisi konseptual sebagai dasar pengujian empiris pada penelitian selanjutnya. Penelitian ini berkontribusi menghadirkan model konseptual terpadu yang mengintegrasikan GIScience, SDSS, GEOINT, GeoAI, Critical Infrastructure Protection, dan Collaborative Governance, sekaligus menyediakan landasan strategis bagi pengembangan kebijakan dan sistem perlindungan infrastruktur maritim kritis di Indonesia.
